Reliance Industries Limited (RIL) has bagged Rs 3,620 crores worth of sops for producing advanced chemistry cell (ACC) batteries. According to officials aware of the development, RIL emerged the winner of 10 GWh of production linked incentives (PLI) which were being rebid by the Ministry of Heavy Industries (MHI).
After Wednesday’s decision, RIL will be getting 15 GWh of battery PLI sops since it had already cornered 5 GWh sops in an earlier round.
In all, there were six other competitors for the sops on offer in this round. These were ACME Cleantech Solutions, Amara Raja Advanced Cell Technologies, Anvi Power Industries, JSW Neo Energy, Lucas TVS, and Waaree Energies. Evaluation of the shortlisted bidders was carried out as per Quality and Cost Based Selection (QCBS) mechanism. Bidders were ranked based on their combined technical and financial scores.
“RIL scored the highest in this assessment and has been awarded the entire 10 GWh capacity,” a senior Heavy Industries Ministry official said. ACME, Amara Raja, Waaree Energies, JSW Neo Energy, and Lucas TVS have been put on a waitlist in this order. They will be given an opportunity to claim sops if the targeted beneficiaries fail.
The first round of ACC PLI bidding was concluded in March 2022. Ola Cell Technologies won the lion’s share of 20 GWh capacity. ACC Energy Storage (bid as Rajesh Exports) and RIL were awarded incentives for 5 GWh each. Programme agreement with selected beneficiary firms was signed in July 2022.
The Centre had approved a technology agnostic PLI Scheme under the National Programme on Advanced Chemistry Cell (ACC) battery storage in May 2021. The goal was to achieve a manufacturing capacity of 50 GWh of ACC with PLI outlay of Rs 18,100 crore.
Another 20 GWh of incentives was initially awarded to a company found to be impersonating Korean automotive giant Hyundai Motor Company. This allocated capacity was eventually vacated and half of it is being rebid in the current round.
While the genuine Hyundai Motor Company was among 18 participants of the pre-bid meeting for this round, it did not place a bid.
